Mission
The purpose of Housing Authority is to develop and produce affordable lots and mortgage financing with attractive loan packages on a competitive basis to all customers with special focus on low-income earners. The Authority was constituted and became an operating entity in 1958. The key objectives of HA are:
- Market and growth- HA will serve all interested customers with their housing needs irrespective of their income levels,
- Our customers- HA will be responsive to the needs and wants of our customers and would strive to maintain a friendly and healthy relationship by providing attractive loan packages and efficient customer services.

Corporate Strategy
To achieve the Vision and Mission and having regard to both the requirements under the Housing Act and the Public Enterprises Act, the Authority has identified a number of specific commercial and social objectives. These would enable the Authority to operate as a successful housing institution that will assist in meeting the Government's housing policies as well as its social objectives.
Commercial objectives
To operate as a successful business enterprise, the Authority will seek to achieve the following objectives:
- To achieve financial independence by end of 2006 and operate without Government Guarantee for Authority's borrowings.
- Increase profits generated from operations by maximising the return on equity through efficiency and productivity
Our Social Objectives
The Government's social objectives in relation to housing will be carried out by the Authority for the middle to low-income earners as follows:
Priority to be given to customers in the target market and with the Public Rental Board in the allocation of lots. Also, special assistance shall be given to squatters and those not having their needs adequately met in the private sector.
Continue to develop innovative ways such as mortgage debt restructuring to assist defaulting customers who face financial hardship to meet current loan repayments and to enable them to retain their homes.
Subsidise interest on housing loans to 5.99% per annum for individual customers and Village Housing Schemes whose annual household income did not exceed $6,500; subject to continued receipt of Government grant by the Authority.
The Current Chief Executive Officer, Alipate Naiorosui was appointed on 1st June 2003. Housing Authority has employees in the following departments:

Ministers
The Minister for Labour, Industrial Relations, Employment, Local Government, Urban Development and Housing Hon. Filipe Bole is responsible for conveying the governments expectations to the Authority.
The Board
The Minister for Housing appointed the Board Chairman. The Chief Executive Officer was an ex-office member of the Board. The members met regularly throughout the year and set the Authority's policies on matters such as overall strategy, financial performance, capital projects, investment and financial decisions, budget approvals and treasury and risk management.
Board Composition
There are 6 Directors on the Board, all of whom are appointed by the Minister for Housing. The Chief Executive Officer is an ex-officio member of the Board but does not have the power to vote nor is regarded as a Board Director for the purpose of forming a quorum.
