Housing Authority can also prepare transfer documents if a loan or mortgage is not involved. For example if the father is transferring a paid off property to his son under love and affection and no consideration amount is involved.

Requirements.
Consent letter from person transferring.
Acceptance by the recipient.
Consent form.
Consent fee - HA $88.00
NLTB $110.00
Methodist Church $110.00
Lands Dept $33.00

Fee depends on the Valuation amount. Ranging from $250.00 to Max $500.00.
